To take a gynae PCD pharma franchise in India you need four documents in your own business name: a wholesale drug licence, a GST registration certificate, a PAN card, and a current bank account. Nothing else is legally required to be appointed, and no legitimate company should ask you for more before discussing territory.

ToggleThis is the one that matters. A PCD franchise partner holds and resells pharmaceutical stock, which makes you a wholesaler under the Drugs and Cosmetics Act, 1940 and the Drugs Rules, 1945 — not a retailer.
Two forms are normally issued together by your State Drug Control Authority:
For a gynae range you will want both. A large part of gynaecology prescribing is hormonal and injectable — progesterone injection, hCG, and the contraceptive range — and a 20B alone will not let you hold those.
What the licensing authority typically asks for:
Exact area requirements, fees and documentation vary between states, and the authority you deal with is your own state’s. Confirm the current list with your State Drug Control Authority before you spend anything — do not rely on a checklist from a blog, including this one.
Mandatory. Pharmaceutical distribution is an interstate supply business and you will be raising and receiving tax invoices from the first order. The registration must be in the same legal name that appears on the drug licence and the franchise agreement. A mismatch between the three is the single most common reason a first dispatch gets held up.
Proprietorship, partnership or private limited — whichever structure you choose, the PAN must match the entity named on the licence and the GST certificate.
In the business name. Most PCD supply runs on advance payment against a proforma invoice, so a personal savings account will not survive the first audit.
The document flow is not one-directional. Before you place an opening order, a gynae PCD company should be putting these in your hands:
You do not need a manufacturing licence. You are not manufacturing. You do not need a separate import licence, an FSSAI registration for allopathic drugs, or a company incorporation certificate if you are trading as a proprietorship.
More importantly: be cautious of any company offering to arrange your drug licence for you. The licence is issued to you, it carries your legal exposure, and a supplier willing to be creative about how you obtained it is telling you exactly how it will behave when your licence is the one under scrutiny. A company that says “get the licence first, then we will talk” is protecting you, not obstructing you.
Equally, a company that agrees to dispatch schedule products against a pending application is not doing you a favour. If the inspection lands before the licence does, the stock is in your godown and the problem is yours.
Distributors routinely do this in the wrong order — licence first, territory later — and discover the district was gone. Ten minutes on the phone at the start prevents it.
No. Holding and reselling pharmaceutical stock without a valid wholesale drug licence is an offence under the Drugs and Cosmetics Act, 1940. No legitimate company will supply you, and the exposure is yours rather than theirs.
You need a competent person. That is usually a registered pharmacist, but most states also accept a graduate with one year of experience dealing with drugs, or an intermediate pass with four years. Confirm the current position with your State Drug Control Authority.
It varies by state and by how complete your application is. Plan for several weeks rather than several days, and start the territory conversation while it is in process.
Yes. You will be issuing and receiving tax invoices from your first order, and the GST name must match your drug licence and franchise agreement exactly.
For a gynae range you will normally want both. Form 21B covers Schedule C and C(1) drugs, which includes most injectables — and a gynae portfolio without injectables is missing a meaningful share of the prescribing.
